A very interesting analysis of the Independence Day celebrations, some highlights:

"This article examines how the state manipulates the public to participate in 24 May Independence Day as a national holiday, and how and why the public participates in the state-organized celebrations. The writer argues that the 24 May celebration serves multiple ideological functions for the state and society. These include providing the state with a sense of broad popular support for its rule, thus allowing the government to believe in the ideological illusion that state and society live in seamless harmony, while at the same time providing the people (the hafash, or “masses”) with psychological release from the dire economic and political plight that characterizes contemporary life in Eritrea. This project of the state, however, will be “ultimately undermined and defeated by what Achille Mbembe aptly terms the ‘the historical capacity for indiscipline of society’”  In the case of Eritrea, the unruliness of the “masses” has taken different forms, from internal self-criticism within the ruling party, to open disapproval of, and resistance to, the regime by Eritreans both at home and in the diaspora. "....

"However, behind the festivities and celebrations, we have to look at how the ruling party operates using different technologies of power. The government’s celebrations are planned to manipulate the public to participate in the ceremonies and experience the madness and temporary euphoria that the festivities induce."

" One can think of the guerrilla movement as a prison or cage—a cage of the Goffmanesque type, one that forms a “total institution.” Erving Goffman stated that the total institution “may be defined as a place of residence and work where a large number of like-situated individuals, cut off from the wider society for an appreciable period of time, together lead an enclosed, formally administered round of life”. It is an institution where all the aspects of the life of individuals under the institution are controlled and regulated by the authorities of the organization. The concept of total institution has been applied to prisons, mental hospitals, boarding schools, concentration camps, and boot camps (Goffman 1961) and may also be applied to the EPLF, a guerrilla movement.

According to the author, "In 1997, at a meeting of the TPLF Central Committee that was convened at the Economic Commission for Africa Hall in Addis Ababa, the Prime Minister dropped a bombshell. He told the members who were hitherto in control of every policy decision not only in Tigray, but also in the rest of Ethiopia that the Mandate of the TPLF was over. Ethiopia, TPLF and Roots of the 2001 Political Tremor - P.Milkias 3 Meles explained that the TPLF as a front had, starting from the beginning, two basic contradictions to contend with. The primary contradiction was, he explained, to neutralize the forces that militated against their avowed aim, to achieve self-determination for their homeland of Tigray. This, he explained, has already been accomplished. Their organization had defeated their earliest rivals, the EDU, the TLF and the EPRP. Then, it defeated another rival, the ELF by coordinating its forces with the EPLF, at that time their ally against the Derg. The TPLF had continued its struggle until it defeated the Derg and liberated the entire province of Tigray. It then continued to follow the Derg to its seat of power in Addis Ababa until it crushed its military forces and took over the whole of Ethiopia."

"People present at the meeting report that the Tigray nationalists led by the Tewolde-Siye group were astounded by this bold suggestion and argued against Meles vehemently. The dissidents’ fear was that if Meles continued in the same direction, the TPLF might loose its grip on Ethiopian economics and politics. It is not surprising therefore that since the rift appeared, they have attacked Meles for undermining Tigray and Tigrayan nationality for which many of their comrades gave their lives"

كيف تبلورت  التقسيمات الإدارية  الإرترية




مرت التقسيمات الإدارية الإيطالية لإرتريا من خلال عدة مراحل، بدءا من أربعة أقسام هي: مصوع ( العاصمة انذاك)، أسمرة (المرتفعات الوسطى)، كرن (شمال غرب)، وعصب (دنكل). في عام ١٩٠٣، أنشأ فرديناندو مارتيني، المسؤول الإيطالي المدني الاول  ، سبعة  محافظات ، وهي اكلي قوذاي، عصب، بركة، حماسين، كرن، مصوع وسرايى، وتم أضافت القاش سيتيت في عام ١٩٠٩ وثلاثة  مقاطعات (مرب، الساحل، شيمزانا).ثم تم تخفيض تلك الوحدات إلى ستة محافظات في عام ١٩٣١: اكلي قوذاي (عدي قيح)، المنخفضات الغربية  (السهول الغربية، أغردات)،المنخفضات الشرقية (السهول الشرقية ، مصوع)، حماسين (أسمرة والمناطق المحيطة بها)، كرن وسرايى (مندفرا).

 في عام ١٩٣٦، تم توسيع إرتريا لتشمل تقراي، التي تم تقسيمها إلى ستة محافظات اضافية، بما في ذلك دنكاليا، والتي كانت تدار من عصب. في عام ١٩٤١، اعادت الإدارة العسكرية البريطانية إريتريا إلى حدودها السابقة وتم إعادت عصب  الي المنخفضات الشرقية. في عام ١٩٤٧ تم دمج كرن وأغردات  في المديرية الغربية ، كجزء من الخطة البريطانية لتقسيم إريتريا بين السودان وإثيوبيا.

وتحت الاتحاد الفيدرالي  (١٩٥٢ - ١٩٦٢)، تم المحافظة علي هذه التقسيمات الادارية وكان يديرها مسؤولين اريتريين ، يتم تعينهم  من قبل رئيس السلطة التنفيذية الارترية. بعد عام ١٩٦٢، عندما تم ضم إريتريا إلى إثيوبيا باعتبارها المقاطعة ال ١٤، أصبحت هذه التقسيمات مديريات ووضعت الإدارة تحت إثيوبيا وكانت تحت سيطرة الحاكم العام الإثيوبي، حتى تم فرض الحكم العسكري في عام ١٩٧٠

في عام ١٩٦٥، تم تقسيم المنخفضات الشرقية أو البحر الأحمر، الي مديريتي، سمهر ودنكاليا . وفي الوقت نفسه تقريبا، تم فصل منطقة الساحل عن كرن (سنحيت) باعتبارها مديرية منفصلة.  وعندما تولى الدرق السلطة في عام ١٩٧٤، واصلت الإدارة العسكرية ، وتم فصل القاش سيتيت  من بركة ، كمديرية منفصلة وتم اعتبار أسمرة كمديرية منفصلة.

بعد الاستقلال، حافظت الحكومة الإريترية علي هذه التقسيمات كمحافظات. في مايو ١٩٩٥، تم  إعادة ترتيب المحافظات وأنشئت ست مناطق إدارية، مقسمة إلى ٥٥ وحدة  ادارية.

Abstract:

Following independence from Ethiopia, Eritrea’s leaders were praised for their success at building a coherent nation, but over the last two decades the government has increasingly turned to coercion particularly by forcing citizens into endless military service. The Struggling State: Teachers, Mass Militarization and the Reeducation of Eritrea is an ethnographic exploration of how citizens’ redefined their relationship with the nation in response to the state’s increased authoritarianism and use of force. Extremes of coercion and control led Eritreans’ to imagine the once-heroic ruling party as turning against them, which, in turn unraveled the legitimacy of state-produced imaginaries of the nation. The book focuses on teachers, who were situated to do the work of hyphenating, or gluing, nation to state but instead had to navigate between their devotion to educating the nation and their discontent with their role in the government program of mass militarization. As teachers confronted their own conflicted imaginaries of the state and questioned what it meant to be Eritrean, they reeducated the nation, but not necessarily in the way the government wanted them to. This title was made Open Access by libraries from around the world through Knowledge Unlatched.

The partition of Africa تقسيم أفريقيا


The partition of Africa: a 98 page handbook prepared by the Historical section of the British Foreign Office in 1920 with a chronological summary, on how Africa was partitioned among the European powers then, who controlled what and when. The study covers the process by which, by the end of the 19th century, almost the whole of the African continent had been divided up and colonized by the European powers.  The Portuguese were the pioneers as explorers, exploiters and lords of the African coasts. The others were, the French, British, Belgians, the Germans, the Italians and Spanish. It is noted that before the middle of the 19th century Africa was, broadly speaking, known to the outside world as a series of coast lines, rather than a continent.

This undated Italian map of the Middle East was published by the firm G.B. Paravia of Turin, Italy. It is a political map marking the boundaries of states and empires at the date of printing, probably at the very end of the 19th century. A clue to dating is the designation of Somalia Italiana (Italian Somalia). A series of Italian protectorates was established in the Horn of Africa beginning in the late 1880s, indicating that the map was produced after that time. International political boundaries are indicated by colored borders. Internal boundaries and jurisdictions generally are not shown, as is the case with Sudan Anglo-Egiziano (Anglo-Egyptian Sudan), where Sudan is shown as an extension of Egypt proper, thus giving another clue to the date, as joint rule over Sudan began in 1899. 

The area at bottom left that is labeled Sudan corresponds to parts of present-day Sudan, South Sudan, Central African Republic, and Chad. The map covers the region from Tunisia on the west to the borders of Afghanistan on the east, and Switzerland on the north to Sudan and parts of Somalia on the south. Except for river courses and large lakes, few internal geologic or hydrographic features are shown. The scale is given in kilometers. Place-names are in Italian. The firm of G.B. Paravia specialized in educational publishing. The map was printed in color at the Salussolia press of Turin, one of several lithographers in the city, which printed books, banknotes, and advertising posters as well as maps. A note on the map indicates that it was loaned by the American Geographical Society to the Paris Peace Conference of 1918–19, convened to draw up peace treaties after World War I.
